Frequently Asked Questions

Are these policies compliant with Ohio ODH regulations?

Yes—every package is built to meet Ohio Department of Health (ODH) standards including OAC Chapter 3701-60 (Home Health Agencies), OAC Chapter 3701-19 (Hospice), and all applicable Ohio Revised Code (ORC) requirements.

What's the difference between Nonmedical and Skilled Home Health licenses in Ohio?

Nonmedical Home Health Services provide personal care, companion services, and homemaker assistance. Skilled Home Health Services provide skilled nursing, physical therapy, occupational therapy, and other Medicare-certified medical services. Both require ODH licensure under OAC Chapter 3701-60, but Skilled agencies must also obtain Medicare certification.

Do I need a surety bond for my Ohio home care agency?

Yes. If your agency was NOT providing nonmedical home health services before September 30, 2021, you must obtain a $20,000 surety bond from a company licensed to do business in Ohio. This bond requirement is part of the OAC Chapter 3701-60 licensing process.

What are the application fees for Ohio home care licenses?

The nonrefundable application fee for Nonmedical or Skilled Home Health Services is $250. For Hospice Care Programs, the fee is $600. These fees must be paid via cashier's check or postal money order payable to "Treasurer, State of Ohio."

What background checks are required in Ohio?

Ohio requires criminal background checks through the Ohio Bureau of Criminal Investigation (BCI) for all employees providing direct care. Primary owners of home health agencies must also complete fingerprinting as part of the license application process under ORC 3701.881.

How long does an Ohio home health license last?

Ohio home health agency licenses and hospice care program licenses are valid for three years. Renewal applications must be submitted at least 90 days before expiration. Beginning February 1, 2026, ODH provides advance notice of upcoming expiration dates.

What is the PASSPORT waiver program?

PASSPORT is Ohio's Medicaid waiver program providing home and community-based services to residents aged 60+ who require nursing facility level of care. To serve PASSPORT clients, your agency must obtain provider certification through the Ohio Department of Aging (ODA) in addition to ODH licensure.

Does Ohio require a Certificate of Need (CON)?

No. Ohio does not require a Certificate of Need for home health agencies or hospice care programs. This makes Ohio one of the lower-barrier states for starting a home care business.

Can I customize these policies for my agency?

Absolutely. After purchase, you'll provide your agency details and we personalize each document to your specific Ohio location, services, and operational structure.

What format are the documents provided in?

All policies are delivered as editable Word and PDF files for easy implementation and submission to ODH licensing authorities.

Do you offer implementation support?

Yes—we provide guidance via email and phone to help integrate the policies seamlessly and meet Ohio ODH licensing requirements.

Which package is right for my Ohio agency?

Choose Nonmedical for personal care and companion services, Skilled Home Health for Medicare-certified nursing and therapy services, Hospice for end-of-life care, or the Total Healthcare Package for comprehensive multi-service coverage.
